Metro Manila Police Prepare for Friday Protests Amid Flood Control Scandal
Metro Manila, Philippines – The National Capital Region Police Office (NCRPO) announced its preparedness for a series of protests scheduled for Friday, September 12, in response to the ongoing flood control scandal. In an official statement issued on Thursday, September 11, the NCRPO assured the public that it will uphold peace and order during the demonstrations while exhibiting maximum tolerance. The police reiterated their commitment to respecting the constitutional right of Filipinos to assemble and express their opinions. "We respect and uphold the constitutional right of every Filipino to assemble and express their views," the statement read. "At the same time, we remind everyone that these freedoms must be carried out peacefully and responsibly, without endangering public safety or disrupting community life." To prevent possible incidents such as clashes, vandalism, and traffic disruptions, the police will be on heightened alert with intensified security measures. The public has been advised to avoid protest sites when possible and to cooperate with law enforcement officials. Acting Philippine National Police Chief, PLtGen Jose Melencio Nartatez Jr., expressed confidence that the protests would remain peaceful and would not escalate to the violent levels witnessed in recent unrests in Indonesia and Nepal. Nonetheless, he emphasized that the police are prepared for any eventuality. According to NCRPO spokesperson PMaj Hazel Asilo, over 2,000 officers will be deployed to manage at least four protest actions expected to take place across Metro Manila, although specific locations had not been confirmed at the time. Protests related to the flood control issue have already occurred in recent days. On Thursday morning, around 200 demonstrators gathered for an anti-corruption rally in front of the EDSA Shrine, as reported by the Metropolitan Manila Development Authority. Last week, activists targeted the business compound of the Discaya family, known government contractors, in Pasig City, defacing the gate with graffiti that read "magnanakaw ikulong [jail the thief]" and chanting slogans against Sarah Discaya. Protests also took place at the central and regional offices of the Department of Public Works and Highways, as well as at the Batasang Pambansa in Quezon City, where groups called for accountability regarding the flood control scandal.

Cebu City Council Urges Stricter Contractor Screening for Public Projects
The Cebu City Council has approved a resolution urging the Bids and Awards Committee (BAC) to implement more stringent screening procedures for contractors engaged in city-funded infrastructure projects. Authored by Councilor Sisinio Andales, the resolution emphasizes the need for comprehensive background checks and performance evaluations to guarantee the integrity, quality, and timely delivery of public works. Councilor Andales highlighted the critical role of the BAC in enforcing the mandates of Republic Act 9184, also known as the Government Procurement Reform Act, which promotes transparency, competitiveness, and accountability in government procurement processes. The resolution references recent nationwide concerns regarding contractor performance, including incidents of substandard workmanship, incomplete or fraudulent "ghost" projects, and failure to meet contractual obligations, all of which have eroded public trust in government expenditure. To address these issues, the Council calls for a more rigorous and transparent vetting process that includes verifying technical and financial documentation as well as reviewing past project performance records of prospective contractors. According to Andales, adopting these enhanced screening measures will improve the standard of city infrastructure projects and bolster public confidence in the procurement system. The approved resolution will be forwarded to the Office of the Mayor, the City Administrator, and the BAC-Infrastructure for their review and action.

UST Denounces Corruption in Flood Control Projects, Calls for Accountability
The University of Santo Tomas (UST) has publicly denounced the corruption and irregularities plaguing flood control projects, emphasizing that the greed of officials betrays the very people they are meant to protect. In an official statement released on September 17, the Sampaloc-based institution described the misuse of public funds as a \"betrayal of public trust\" that diverts resources intended for saving lives and safeguarding homes into personal enrichment. \"This is more than poor governance—it represents a profound injustice against the poor and a theft from our most vulnerable citizens,\" UST declared. Situated along España Boulevard in Manila's university belt, UST frequently contends with flooding during periods of heavy rain. The university acknowledged its own experience with the disruptions caused by floods, which impact classes, health, and community resilience. \"At UST, we understand the hardship flooding brings firsthand. It interrupts education, poses health risks, and tests our communal strength,\" the university stated. Highlighting the urgency of the situation, UST called for investigations into the flood control controversies that are \"swift, independent, and impartial.\" The institution firmly advocated that those found accountable must face consequences irrespective of their rank or influence. Furthermore, UST urged public support for whistleblowers and truth-tellers who bravely expose corruption to help restore integrity in governance and public service. \"We uphold the values of competence, commitment, and compassion, and demand truth, transparency, and accountability as essential principles—not options,\" the statement emphasized. Other academic institutions in the area have similarly condemned the corruption allegations. Adamson University, also part of the university belt, organized a protest demanding accountability concerning the flood control scandal.
