Assistant Administrator Aldwin Empaces has outlined Cebu Province’s strategic development framework aimed at elevating public health services, governance, and community welfare. Key priorities include upgrading healthcare facilities, strengthening governance practices, addressing food security, and promoting overall community happiness.

Empaces highlighted the introduction of mobile kitchens designed to improve food accessibility for vulnerable populations as part of the province's hunger alleviation efforts. Infrastructure projects such as ongoing road widening aim to enhance connectivity and support economic expansion.
